The FHRA exists as an intergovernmental organization under
authority of the Intergovernmental Cooperation Law,
Pennsylvania Act 180 of 1972, now repealed and established
as 53 Pa. C.S.A. §§ 2151, et seq., by P.L. 1158, No. 177, §
1 enacted December 19, 1996, as a voluntary organization of
member governments for the purpose of discussing, planning
and undertaking joint, intergovernmental activities agreed
to by its member governments.
The FHRA serves as a forum
for the identification, discussion, and examination and
analysis of issues and concerns of any two or more of the
Forest Hills Municipalities, and, where requested by two or
more of the Forest Hills Municipalities, facilitates
agreements and cooperative actions for specific projects,
and, administers, undertakes and executes projects and
programs.
The FHRA shall function
under the direction and control of the duly appointed
delegates of its member governments in accordance with the
FHRA ByLaws. |
